(1) Purchase used trucks domestically

Vehicles need to meet the following requirements:

After purchasing vehicles domestically, used car export enterprises shall handle the registration procedures for used car transactions in accordance with the law;

It is strictly prohibited to export unqualified or stolen vehicles or assembled vehicles;

Prohibit the export of motor vehicles that meet the scrapping standards stipulated in the 《Regulations on Compulsory Scrapping Standards for Motor Vehicles》.

(2) Registration of transfer

For used car export enterprises applying for transfer registration when purchasing motor vehicles. After returning the original motor vehicle license plate and driving license and inspecting the motor vehicle, The traffic management department of the public security organs signs the“Transfer waiting for export”item on the motor vehicle registration certificate, Issuing temporary license plates for vehicles traveling across administrative jurisdictions. The validity period of temporary driving license plates is the same as that of compulsory motor vehicle traffic accident liability insurance, but the longest does not exceed 60 days.

For used truck export enterprises that purchase vehicles from other regions, there is no need to return to the jurisdiction where the enterprise belongs to handle the procedures for motor vehicle transfer. The motor vehicle files shall be kept by the traffic management department of the public security organ in the place where the motor vehicle is registered.

(3) Third party testing

Export destination country access standards: To meet the requirements of the destination country access standards, the export enterprise shall issue a declaration that meets the destination country access standards and use it as an important material for applying for an export license.

There is no entry standard for the export destination country: a third-party testing agency issues a product testing report, and the qualified test report is an important prerequisite for the vehicle to apply for an export license and declare for export.

(4) Applying for an export license

Enterprises should apply for an export license from the local commerce authority in accordance with regulations, with "one batch, one license" (a maximum of 20 vehicles can be applied for per license).

The applied quantity should be consistent with the actual declared quantity and customs clearance should be completed in one go. If the number of customs declarations is less than the applied quantity, a new license should be applied for.

(5) Customs declaration and export

The export of used cars is subject to the national customs integration model, and enterprises can independently choose the export customs declaration location and exit port.

(6) Log off the used car

Within two months of completing the customs clearance procedures for the export of used cars, the enterprise shall apply for deregistration to the traffic management department of the public security organ in the place where the motor vehicle is registered by presenting the export declaration form and motor vehicle registration certificate.
